MUNISH AHUJA: Meet Head of Sales of SAIL: A Compromised Inquiry Officer and Leading Player of SAIL Project Scam: Sold over 1,50,000 T to FAKE PROJECTS
A deep-rooted conspiracy hatched by officers of SAIL who were deeply drowned into SAIL PROJECT SCAM
Whistle Blower Rajeev Bhatia sent the corruption complaints to Soma Mondal and V S Chakravarty, the then Chairman and Director (Commercial) of SAIL on November 17, 2022. Both buried the complaints under the carpet and suspended the Whistle Blower on Nov 24, 2022 without providing any reason whatsoever.
Ahuja had a direct Conflict of Interest; Later Suspended also
Subsequently arbitrary charges were framed against the Whistle Blower to take revenge. Knowing full well that Munish Ahuja is the key player of the SAIL PROJECT SCAM including sales to VENKATESH INFRA PROJECTS P LTD, he was appointed as the Inquiry Officer. The main charge levelled against him was that the allegations levelled in the complaints are insinuations and lack evidence. They are found to be imaginary, malicious, vexatious, and frivolous. It is noteworthy here that these are the same complaints in which LOKPAL ordered detailed investigations and CBI has lodged two FIRs viz. RC2182024A0021 dated 10.10.2024 and RC2182025A0015 dated 25.07.2025. Ahuja was among the 29 officers who were suspended after the LOKPAL’s order.
Without conducting any investigations himself or inquiring from CVO-SAIL to whom LOKPAL, through CVC, had given the task of investigations in the complaints of the Whistle Blower, It has been gathered that Munish Ahuja proved the charge that the complaints lodged by the Whistle Blower are insinuations and lack evidence. They are found to be imaginary, malicious, vexatious, and frivolous.

Both Agarwals were named in the complaints; Ministry directed CMD-SAIL to initiate inquiry against Mahesh Chand Agrawal
In the meanwhile, CVO-SAIL had already submitted the inquiry report who found a lot of substance in the complaints and recommended further inquiry by external agencies to unearth the nexus between SAIL officials and private parties. Based on the above report, the Ministry of Steel had directed CMD SAIL Amerandu Prakash to initiate Regular Departmental Action against Mahesh Chand Agrawal (Samdhi of Sanjay Agrawal). Copy of the report was also handed over to Amerandu.
Management was fully aware of the fact that the complaints of the Whistle Blower are quite substantive, even then the Disciplinary Authority Sanjay Agrawal pronounced severe punishment to the Whistle Blower for sending imaginary, malicious, vexatious, and frivolous complaints to Soma and Chakravarty from a GMAIL account.
Chakravarty and Soma were also named in the complaints; Later Chakravarty Suspended also
Source on the condition of anonymity inform that the key officers involved in the whole process of victimization of Rajeev Bhatia through false chargesheets, false inquiry and pre-conceived vendetta are : Munish Ahuja, Inquiry Officer ; Sanjay Agarwal, Disciplinary Authority ; Mahesh Chand Agrawal, Samdhi of Sanjay Agrawal ; Bijaya Mishra, Head of Personnel at Central Marketing Organisation of SAIL, unit where Whistle Blower was posted ; Prashant Ojha, Key aide of Bijaya Mishra and yes man of management ; V S Chakravarty, Director(Commercial) ; Soma Mondal, Chairman SAIL ; Amerandu Prakash, Current CMD SAIL.
It has been additionally gathered that Bijaya Mishra and Soma Mondal are close friends being neighbours at their home town, Bhubaneshwar and were school-mates also.
The officials who were expected to keep watch on the working of SAIL and its Functional Directors and implementation of the COMPANIES ACT, SEBI Regulations and Govt Policies of GOOD CORPORATE GOVERNANCE but under coercion or personal gains or otherwise looked the other way : Sagi Kasi Viswanatha Raju, Independent Director, Chairperson, Audit Committee (Vigil Mechanism) ; K K Singh, Director(Personnel) & Designated Authority for Vigil Mechanism(7 complaints of the Whistle Blower under Vigil Mechanism are pending with him for last 2 to 3 years) ; Abhijeet Narendra, Government Nominee Director on SAIL Board and Joint Secretary, Ministry of Steel (Reporting to Secretary Steel Sandeep Paundrik) ; M B Balakrishan, Company Secretary, SAIL and Compliance Officers for The Code of Conduct for Executive Directors and Directors ; Ashok Kumar Tripathi, Independent Director, Member, Audit Committee (Vigil Mechanism) ; Kanhaiya Sarda, Independent Director, Member, Audit Committee (Vigil Mechanism) ; Manas Bose, Executive Director (Internal Audit) & officer in-charge for Vigil Mechanism ; S N Gupta, Ex-CVO SAIL to whom written statement was submitted by Whistle Blower when Personal Hearing was accorded to him in Jan 2024 against his complaint under Vigil Mechanism for harassment and victimisation. (The complaint dated May 01, 2023 is still pending with SAIL).

Not only Compromised Inquiry Officer but Compromised Regional Manager also
It has been gathered that Ahuja was Regional Manager of Eastern Region of CMO-SAIL from Jan 2019 to Jan 2024 i.e. till suspension. If sources are believed, during his tenure as Regional Manager, he was instrumental in supplying over 1,50,000 Tonne of steel, primarily TMT Bars, from various branches of Eastern Region. It may be noted that power to approve discounted prices is available with the Regional Manager. Branch Managers do not have any authority to approve the same.

Both the materials were trading in the same market, posing tremendous difficulty and business risk for the SAIL Distributors. Due to complete indifference shown by SAIL towards their concerns, some SAIL Distributors became FAKE PROJECTS in their other firms. As it was a win-win proposition, SAIL officers happily allowed the same. This is one such case where DURGA IRON STORES, a dealer of SAIL TMT Bars since 2012, brought in his another firm SARAWAGI RICE & OIL MILL P LTD as FAKE PROJECT.

Ahuja took over as Regional Manager of Eastern Region in the first week of Jan 2019. From the very first of his taking over he started supplying TMT Bars at negotiated prices to SARAWAGI RICE & OIL MILL P LTD and ended up supplying about 3,000 Tonne in three months.
JALAN PROJECTS & MERCHANTS P LTD
Till March 2019, about 6,000 Tonne of TMT Bars were supplied to JALAN PROJECTS & MERCHANTS P LTD as FAKE PROJECT by giving heavy discounts using the negotiated price power available with the Regional Manager. Subsequently, from 2022 the same Ahuja started supplying steel to the firm as TRADERS.
PNEU MECH MARKETING P LTD
During 2021 and 2022, over 6500 Tinne of TMT Bars to PNEU MECH MARKETING P LTD as FAKE PROJECT by giving heavy discounts using the negotiated price power available with the Regional Manager. It as been gathered that before initiating supplies to the form as FAKE PROJECT, for many years the firm was supplied various steel products as TRADERS.
