Shree Balaji Construction is one of the SAIL Project Scam companies, which opened its GSTIN on July 06, 2023 and Project Business started on July 07, 2023,  was brought from Raipur to Durgapur. The official, Munish Ahuja who approved heavy discounts for the firm have recently been upgraded to All India Head of Sales in SAIL. CORPORATE CONNIVANCE!

Firm belonged to Raipur; adjacent to Bhilai Steel Plant of SAIL;  Bhilai Steel Plant is also a producer of TMT Bars; Branch Sales office of CMO is also located at Bhilai : Then why the firm went all the way to Durgapur ? Who invited the firm to Durgapur ? Was Branch Manager, Bhilai not willing to be part of the scam ? It has been gathered that jurisdiction of each branch and region is well defined in the policy circulars of SAIL-CMO. As per policy, Raipur falls under the jurisdiction of Bhilai branch.

With in 24 hours of getting GSTIN, SAIL officials activated business with the firm as Project. LIGHTENING RUSH !!. Question arises that how in less than 24 hours, the firm gained work experience to win and execute project(s) which can consume over 6,000 Tonne of TMT Bars in 04 months.

Ahuja is among those officers whom SAIL management handed over the entire copy of the complaint on supply of steel to Venkatesh Infra Projects P Ltd which was lodged by the Whistle Blower Rajeev Bhatia. Despite being fully aware of the PROJECT SCAM with respect to Venkatesh Infra Projects P Ltd, he went on supply TMT Bars to SHREE BALAJI CONSTRUCTION by illegally using the power / guideline  given to him by the senior management of SAIL which is to be utilised for firms which are doing Project / Construction work.

Apart from SHREE BALAJI CONSTRUCTION, Ahuja is also instrumental is supplying TMT Bars to LENDCIERGE ESTATE PVT LTD (It is one of the 11 firms connected to OfBusiness, where M C Agarwal joined as Director soon after his retirement) and others after getting the complaint of Venkatesh Infra Projects P Ltd in his hand.

It is a matter of record that subsequently Ahuja was suspended along with other 28 officers after the order dated January 10. 2024 in the matter of Venkatesh Infra Projects P Ltd. Despite lacking concern for SAIL, he has been upgraded to All India Head of Sales with CBI investigations still on. With regards to Ahuja, sources claim that these cases are just tip of iceberg with may more still to be unearthed.

It has been gathered that within a short span of 04 months over 6,000 Tonne of TMT Bars were sold by SAIL officials to SHREE BALAJI CONSTRUCTION at heavy discounts using the policy and guidelines applicable only for the firms which do Project / Construction work. It has been further gathered from internal sources of SAIL-CMO that the supply period was marked by huge buoyancy in the market and prices were continuously increasing in the market. The firm was specifically registered to ride the momentous tide of the steel market by procuring TMT Bars from SAIL in connivance with SAIL officials and sell the same in the market for windfall gains, probably mutual. The moment market softens; business terminates.

In the complaint on Venkatesh Infra Projects P Ltd which was in the hands of Ahuja, Whistle Blower Rajeev Bhatia had highlighted in detail, the timelines of incorporation of company and start of steel supply. Despite that Ahuja started business of  TMT Bars from July 07, 2023 with SHREE BALAJI CONSTRUCTION, a firm which got its GSTIN only one day before. Being the key aspect of the complaint, the same aspect was recorded by LOKPAL in its order dated January 10, 2024 while handing over the complaint of Venkatesh Infra Projects P Ltd to CBI.

The modus-operandi adopted by SAIL officials with SHREE BALAJI CONSTRUCTION is the same as was adopted by in the supply of 1,50,000 Tonnes of steel to M/s Venkatesh Infra Projects P Ltd. On the directions of Lokpal of India, CBI has already registered  F.I.R. No. RC2182024A0021 on 10.10.2024 u/s 120B, 420, 468, 471 IPC and Sections 7, 9 and 12 of the P.C. Act, 1988 as amended against the erring senior officials of SAIL, M/s Venkatesh Infra Projects P Ltd and M/s APCO Infratech P Ltd.
