clearly demonstrate that that the firm is not involved in any kind of
Project/Construction activity. The business of the firm is “Trading”.

Going further,now through extensive research Bureaugram.complaces before you the declarations made by ZARIELLE PROJECTS & SERVICES LLP on 31.03.2023 in the LLP Form No. 8. This firm is also under LOKPAL/CBI investigation.
1. The financial statements filed
by ZARIELLE
PROJECTS & SERVICES LLP shows that that for periods i.e. August 13, 2021to March
31, 2022 and April 1, 2022 to March 31, 2023,
100% of the turnoverhas come from “Sales of Goods Traded”
2. Zero Raw Material Consumed for both
periods. This clearly points to the fact that the firm is not involved in any
kind of Project/Construction activity. The business of the firm is “Trading”
3. All the purchases made during August
13, 2021to March 31, 2022 and April 1, 2022 to March 31, 2023are for “Re-sale”
The above is corroborative evidence that how ZARIELLE PROJECTS & SERVICES LLP, which
was incorporated on August 13, 2021,got its GSTIN on September 21, 2021, started
making purchases of steel under “Projects” from Steel Authority of India
Limited (SAIL) from September2022 and sold over 18,000 Tonnes of SAIL steel in the
market for windfall gains.
As on date designated partners of ZARIELLE PROJECTS & SERVICES LLPare SANTOSH KUMAR and ARJUN KUMAR. Earlier Sh. Rahul Kandhari, Sh. Tamarish Sinha, Sh. Ankur Gupta and Sh. Amitesh Bhartiwere the partners of the same firm, who are working with OfBusiness (M/s OFB Tech P Limited).
1. LENDCIERGE ESTATE P
LTD is also a company which is directly/indirectly connected with OfBusiness
(M/s OFB Tech P Limited). SAIL supplied over 75,000 Tonne of TMT Bars to this
company under its ‘PROJECTS’ scheme and charged prices substantially lower than
the price charged to its Distributors. Transactions with this company are also
under LOKPAL/CBI investigation.
2. Investigations reveal
that SHREE SIDHBALI ISPAT LIMITED(now called OMAT WEST LTD) was fully acquired
by OfBusiness (M/s OFB Tech P Limited) inFebruary 2022. SAIL supplied over
7,000 Tonne of TMT Bars to this company under its ‘PROJECTS’ scheme.
OMAT WEST LTD is an integrated steel plant located in
Chandrapur, Maharashtra where steel is made through DRI route. They produce TMT
Bars under the name of Sangam Steel.
3. Investigations also
reveal that SAIL sold over 6,000 Tonne of TMT Bars toSMW ISPAT P LTDunder its
‘PROJECTS’ scheme. SMW Ispat Private Limited (Sangam Steel) is located in
Wardha, Maharashtra was acquired OfBusiness in March 2022. It has a capacity of
producing about 2.5 lac tonne of TMT Bars annually under the brand name
“SANGAM”.
4. There is yet another
firm named NOBLE TECH INDUSTRIES P LTD, a Tamil Nadu based TMT manufacturer was
also acquired by OfBusiness (M/s OFB Tech P Limited) inFebruary 2022. They have
an installed capacity of 90,000 TPA of
sponge iron, 1,54,440 TPA of Billets and 1,08,000 TPA of TMT Bars. Investigations
also reveal that SAIL sold about 30,000 Tonne of TMT Bars to NOBLE TECH
INDUSTRIES P LTDunder its ‘PROJECTS’ scheme
It is intriguing why SAIL officials supplied to
the above three of OfBusiness (M/s OFB Tech P Limited)in the name of Projects
who itself manufactures and sells TMT Bars in the open market.The game does not
end here.There are three more firms viz. OFCONS PROJECTS & SERVICES P LTD,
OAGRI FARM P LTD and FIESTO INFRA PROJECTS PVT LTD, which are also related to OfBusiness
(M/s OFB Tech P Limited) and SAIL officials sold over 35,000 Tonne of TMT Bars
to them.
OFB Tech Private Limited, operating under the brand OfBusiness, is a leading tech-enabled B2B platform founded in 2015 that facilitates raw material procurement and financing. It specializes in trading industrial goods like steel, chemicals,polymers, etc. It has been gathered that SAIL also supplied over 75,000 Tonne of various steel products including a large quantity of TMT Bars to OFB Tech Private Limited under its ‘PROJECTS’ scheme and charged prices substantially lower than the price charged to its Distributors/TRADERS. Transactions with this company are also under LOKPAL/CBI investigation.
Relevant additional fact is that:Mahesh Chand Agarwal who was Executive Director(Sales
& ITD) at Central Marketing Organisation of SAIL from September 2019 to
July2023, joined OFB Tech Private Limited on October 4, 2023 i.e. immediately
after superannuating from SAIL. Agarwal is one of the key officers of SAIL who
is under the scanner of Lokpal/CBI. Before his superannuation the Ministry of
Steel asked SAIL to initiate departmental inquiry against Agarwal but CMD-SAIL
went against the ministry and released the retiral benefits to him.
The modus-operandi adopted with all the above-mentioned firms is
the same as was adopted by SAIL in the supply of 1,50,000 Tonnes of steel to
M/s Venkatesh Infra Projects P Ltd. On the directions of Lokpal of India, CBI
has already registered F.I.R. No.
RC2182024A0021 on 10.10.2024 u/s 120B, 420, 468, 471 IPC and Sections 7, 9 and
12 of the P.C. Act, 1988 as amended has also been lodged by the CBI, AC-III,
New Delhi against the erring senior officials of SAIL, M/s Venkatesh Infra
Projects P Ltd and M/s APCO Infratech P Ltd.
