As per seniority and cadre segment, Hari Shankar Verma was supposed to be appointed as Member (Operations & Business Development) in Railway Board in October in 2024. The Member (Operations and Business Development) post generally goes to IRTS officers. The Government of India did not appoint IRTS officer Hari Shankar Verma and an IRSEE officer Hitendra Malhotra was appointed to IRTS cadre post. In a recent reshuffle, the post of Member (Operations and Business Development) was returned to IRTS cadre with the appointment of IRTS officer Hari Shankar Verma. The postings of the officers of different cadres are being mismatched in Railways like an ENT doctor is performing heart surgery and a heart surgeon treats eyes. There is no specialization left in the Railways.
