How strange is that 1995 batch officers of Indian Posts & Telecommunications Accounts & Finance Service (IP&TA&FS) are empaneled for holding Additional Secretary level posts in the Government of India, while the officers belonging to 1994 batch are deprived of the same empanelment. Recently, a 1995 batch officer, Ms D Sai Amutha Devi appointed to the Additional Secretary level. To the contrary, no officer of 1994 batch is Additional Secretary in Government of India. Different yardsticks for different batches?
