As many as 302 new posts in the encadrement into the Central Secretariat Service (CSS) have been approved by the Department of Personnel and Training (DoPT). The CSS Forum has consistently requested DoPT to expedite approval of encadrement proposals which were pending its approval from last 3 years. The approval of new posts is a welcome step towards mitigating the long-standing issues of stagnation and a shortage of officers in middle to senior management roles. However, CSS Forum maintains this is a short term measure and continues to press for the implementation of the 4th Cadre Review recommendations to ensure time-bound promotions and restore service parity.
