Carrots & Sticks in SAIL: Carrot for Corrupt; Stick for SAIL’s well-wisher

On one hand, SAIL harasses, victimizes & snatches livelihood from the Whistle Blower Rajeev Bhatia by perversely, wickedly & sinfully labelling those corruption complaints of his as false, vexatious, malicious & imaginary, in which CBI registers FIRs. On the other hand, under new D(C) and interim CMD also, SAIL continues rewarding those officers who followed the same modus-operandi in selling steel to FAKE Projects, as was followed for Venkatesh Infra Projects P Ltd, the case in which FIR has been registered by CBI.

It may be noted that due to incessant efforts of the Whistle Blower Rajeev Bhatia, sales to FAKE Projects in SAIL have stopped almost completely resulting in annual savings of Rs 125 to 150 CR for SAIL. However, still Bhatia is a ‘VILLAIN’ for SAIL & officers who purposely sold steel to numerous FAKE Projects at heavy discounts and knowingly inflicted huge loss to SAIL, probably for illegal personal gains, are ‘HEROS’ for SAIL.

It seems that murder of honesty, accountability, transparency, ethics, morality, and human values has been institutionalized in SAIL with the approval of Ministry of Steel.

On April 13, 2026, Dilip Kumar (IRSME 2002) has been appointed as the new Chief Vigilance Officer (CVO) at SAIL for a three-year tenure at succeeding S N Gupta. It has to be seen that whether the new CVO would do justice to his job or like his predecessor SAIL management would overwhelm him also through favours like free household help at his Central Government accommodation on Deen Dayal Upadhya Marg , free trips to his hometown Jaipur etc.

On numerous occasions it has been placed before you that instead of reprimanding, censuring, and punishing the officers involved in the FAKE Project Scam, management kept rewarding them with promotions and prize postings, giving fillip and encouragement to others to emulate their wrong doings. Today we bring before you the syndicate of Natrajan, Patel, Viney & Nandkar.

A transfer order(s) has been issued on Apr 09, 2026; the first major order in CMO SAIL after T N Natarajan took over as new Director(Commercial) of SAIL on Mar 20, 2026. Here our concern is limited to two officers viz. Yogendra Kumar Patel & Viney Kumar who have been rewarded with the posts of Branch Manager-Kolkata & Regional Retail Manager-Northern Region respectively in this order.

Before establishing connection between Natrajan and the above officers, we want you to recall that Natrajan himself has been appointed as Director(Commercial) of SAIL despite being involved in sales of about 1,00,000 Tonne of FAKE PROJECTS during his tenure as Regional Manager of Western Region during July 2023 to Feb 2026.

It is highly unscrupulous & nefarious on part of Natrajan that he sold the above 1,00,000 Tonne to FAKE PROJECTS after the complaint on supplies to Venkatesh Infra Projects P Ltd (The first FAKE PROJECT reported by the Whistle Blower on Nov 17, 2022) was in public domain and the Ministry of steel had already recommended CBI investigations in the same along with directions to SAIL to initiate Departmental Action against M C Agarwal, the then ED(Sales & ITD)-All India Sales Head of SAIL.

Even more appalling & atrocious is that Natarajan dumped LOKPAL order dated Jan 10, 2024 and keeps on supplying to Fake Projects; even suspension of 29 officers could not deter him; Natarajan sold about 40,000 Tonne sold to FAKE Projects after LOKPAL’s order.

Patel & Viney worked as Branch Managers of Baroda & Jaipur branch respectively when Natrajan was their Regional Manager. During their respective tenures as Branch Managers of Baroda & Jaipur branch, they sold about 95,000 Tonne of steel products, largely TMT Bars, to FAKE PROJECTS.

It can be said that the trio of Natrajan, Patel & Viney working as a notorious syndicate, were instrumental in selling a part of TMT Bars to FAKE PROJECTS in the Western Region.

Given the facts, why it should not be assumed that immediately after taking over as Director(Commercial) of SAIL, Natrajan has rewarded members of his syndicate by giving lucrative posts to them. It may be noted that Kolkata is the highest selling branch of SAIL.

Previously A D Nandkar, another member of the syndicate, has also been rewarded in the same manner with the post of Regional Business Manager for Long Products of Western Region. Prior to being rewarded, he was the Branch Manager of Indore & Bhilai Branch of the Western Region. July 2023 onwards, Nandkar & Natarajan had an overlapping tenure in the Western Region with Nandkar as BM-Indore and Natrajan his reporting officer as RM-WR. Nandkar as BM of Indore & Bhilai sold about 40,000 T of steel products to FAKE PROJECTS. Out of this 40,000 T, about 13,000 T has been sold during the overlapping tenure.
